I have spyware called Adware.Websearch. Norton detects it and I have done the manual uninstall and the software they provide to uninstall it, but it won't. Should I delete toolbar.dll? It is in C:\Documents and Settings\User\Local Settings\Temp. It is the folder temp.cab. I run Norton, Ad-Aware, and Yahoo! Anti-Spy. Norton is the only program that detects it.

It may get deleted when you restart your computer.
If not, go ahead and delete it yourself. It's in a Temp directory, from which it is (generally) ok to delete things.
Note that if the spyware/adware is still running, you may not be able to delete this file. In that case, rename it. Then reboot. Then delete it. Try Spybot Search %26 Destroy and/or Lavasoft AdAware (both free and very good tools).

Just deleting one file won't do the trick, because there are other files scattered around your computer that will re-generate the problem. To really defeat the spyware you may have to reboot in Safe Mode, then delete all the files associated with this spyware, and also go into the registry and delete the registry keys that it created. If you don't know what Safe Mode is, and if you don't know what the registry is, then BE CAREFUL this is dangerous territory and it is possible to mess things up even worse. If you don't know about the registry and Safe Mode, be careful and perhaps get help from someone who does before delving into these areas. It isn't difficult to do this, but it is easy to mess up the computer if you're not careful.
P.S. When you have spyware or a virus on your computer, it is often not a good idea to use the uninstaller they provide. You can't trust them, why would you trust them to uninstall what they installed secretly on your computer?
