Why do I get a Belkin webpage?

Why is it, that every once in a while, when Firefox is opening a page, or new tab from a link.....I get a Belkin web filter page? Is this adware/malware/spyware? When I look in the history, there's nothing there. From what I remember, it does have "...belkin.com..." in the URL

If is not the advertising page that comes up I bet it still has to do with the parental control on the router in which case you will need to log on to the router and turn it off.
