I have this tool bar called "protection bar" on top of my screen right now. It has "remove adware popups" "SPAM protection" "scan for spyware" and "security test" buttons. When I go to View, Toolbars, and try to uncheck "protection bar" it doesn't go away? Somebody help?

You need to run a spyware detection program. It sounds like you've downloaded something.
This is all assuming that you're running Internet Explorer.

Did you install it yourself? And if so from whom? It sounds suspiciously like spyware itself, actually, particularly in that it refuses to go away.
My best suggestion is move over to Firefox if the problem persists.
